Can you sue someone for not doing their job?

More details to this question:
I was in need of a loan, but due to my credit history, I was unable to get one at the bank. I found a financial consultant online, who shall remain anonymous, that had me sign a contract (she conjured from legaldepot.com) and charged me $250 per four for her services. She promised to help get me a loan from private lenders that she works with. She had me pay her through PayPal and I've paid her over $17,000 (more than the loan itself). I have not received any loan from her and it'd been four months. I've contacted PayPal to get my money back, however they were of no help. Can I sue this woman?

You can sue.  Your agreement governs how successful you might be in recovering money.
