Cancel arrangements for installing Metal Roofing

More details to this question:
Contacted Roofing contractor for free estimate, I spoke with contractor on 14 June 2017. Contractor said he could schedule me in a couple weeks, meaning to 28 June 2017, I said okay, but mentioned that if there was a problem I would call. I had wife call to cancel, and the contractor said did we have a written contract, and she replied "NO" there was no written contract, Contractor said, then it shouldn't be any problems. Then, a few seconds later if asked if this was the Owens Street project, she said yes. Then, he said he already had materials cut and shipped for next weeks project, so we couldn't get out of the contract. I called Contractor and said we had family issues and would not be able to proceed. He insisted that the metal was already cut. I asked couldn't he sell it or return it, he said No! I was under the intentions that they had their material and would cut it accordingly on site. They said their going to hold onto it for the summer, and then drop it on my lawn.

If you have no written contract then confirm in writing that you have no intention to proceed with any proposal.
