i purchased some land 6 years ago from a guy who did owner finance paid over 30k on it fell in hard times and had to give it back now he garnish my check for land taxes over $800.00 can he do this

In order for him to garnish your check, he would have had to sue you and get a judgment. If you were sued and a judgment entered against you, then yes he can do this.
