Have a contract issue, and perhaps a consumer fraud issue, or both

More details to this question:
pre paid for a wedding/reception that was to be held June 5. On April 7, the venue (Crystal Springs) contacted us and insisted we move our date to next year. Our contract says changes have to be agreed to by both parties. This is directly due to the Corna-19 outbreak. We contacted the hotel and requested a refund since they were not going to be able to meet their obligation to host the event. They are presently holding 20K. We have not agreed to a new date. Asked for a new contract to review. We have encountered a large degree of hostility and rudeness. Crystal will not be allowed to host a gathering of 100+ people by June 5 based on current news. Crystal has stated that if the resort is open on June 4, they will host the event. They have offered us all but 8k back on our deposit (which is more than the minimum deposit required), but only if we agree to wait a year+. By that time, the resort could be bankrupt, which leaves us out in the cold. Contract is available for review.
