Hit and run accident. Non personal injury.

More details to this question:
My stationary car was hit by a driver who damaged my back bumper of my car and then ran away. I made a police report and was told to be on the look out for the vehicle in the future. The next day, I found a note on my car wanting me to give him a call. I made the call and he admitted that he damaged my vehicle and would pay for the damage. I gave him 3 estimates along with the cost of replaciing the rear bumper. I got the bumper replaced at the lowest estimate body shop and delivered the bill to the defendant and gave him over a week to pay the bill. I do not live in Utah and will be moving to Singapore in a couple of weeks. How do I submit a small claims court claim and have an attorney represent me while out of the country?

That wil be difficult to accomplish. Normally, you will have to be present in person in order to give testimony at trial. You are indispensable knowledge necessary to prevail in this action. Perhaps a better plan is to engage an attorney to threaten and possibly even commence litigation, but to walk away if the case actually goes to trial and you cannot be present.
