How can I get my money back after being scammed online.

More details to this question:
I live in California. I was on Facebook and people were advertising ps4's and iPhones so I Facebook messaged the guy selling it. He said to send him an Amazon gift card for $650 for the iPhone and ps4. However after messaging him the gift code he blocked me on Facebook and now I just lost $650. after contacting Amazon, they said all gift card purchases are final so there's nothing they can do about it. Is there any thing I can do to get my money back or get the guys who scammed me arrested? Thanks

You can (a) sue the guy who stole your $; and (b) complain to the police in his jurisdiction.
