How can I sue Out-of-State for Non-Performance?

More details to this question:
On 1/23/14, I paid 3892 for an system that was solicited and advertised to guarantee income. I have had verbal communications via telephone and numerous email and text messages with the proposed Defendant for the past 10 months promising to perform and "see-it-thru". The Defendant says that a refund "is not gonna' happen".

Its simply not financially feasible to sue "get rich quick" schemes for money when they don't work. If you want to spend thousands of dollars out of pocket on legal fee to do so on principle, this would be feasible but you must expect that its just money spent making a point. You can also call your local attorney general of the FTC and see if they will take some action, but don't hold your breath.
