How do I get refunded for breach of contract?

I paid a company to transport my car and they never showed up. I asked for a refund and was instructed to request refund through the contract email they sent. I did what they asked. I called a few days later and they said the refund was approved and sent. It has been almost a month. I sent two more emails. Whenever I call they never answer the phone. I paid for services and didn't receive them. I did what they asked. I have the contract and the email receipt showing I paid them through paypal. How do I go about getting my money back since they breached on the contract?
