I signed a contract to get one fence repaired and another one replaced.

More details to this question:
This was due to Hurricane Mathew. I'm now having second thoughts about the agreed price and time frame for work to be done. Only got one price due to the hurricane. Can I get out of it. His contract said if I cancel I owe 25 % of the contract cost.

You answered your own question, you can cancel it, but you owe 25%. You can't just cancel because you changed your mind.
