QUESTION

If I have a option to buy lease, does that make the house mine

More details to this question:
I am signed for aren't to own property. I bought the option to buy. And signed a rental agreement starting Dec 1st 2016. We are still currently unable to move into the house. What legal actions are available to me

If you are not living in the house, then the seller has not complied with the terms of the contract and is in breach of that contract.  You could temrinate the contract, or at the very least get damages for not being able to occupy the property.
