Is submitting a rental application a binding contact?

More details to this question:
I submitted a rental application and fee for this application. I have not signed the lease yet. Am I still able to get out of renting this apartment or is the rental application a contract?

Of course, it depends on exactly what the application says, but without seeing it I am confident that it does not bind you to enter into any lease.
