More details to this question:
My sister took out a loan from her 401 k which I paid back with the agreement that she would repay me when the house we bought was sold and our fathers estate was settled. Now she is refusing to repay me. We have an original witnessed agreement and I have two emails from her stating that she will repay me. What recourse do I have?

You would sue your sister for breach of contract.
