My mum is having a trading deal in Hong Kong, but she is now in the US and not be able to go back. The Hong Kong lawyer requests her to find a United State lawyer as a witness to sign the authorization document, so my sister can sign the contract for her in Hong Kong.

It appears that an Official State Witness is desired for a Power of Attorney form. In countries this witness may be identified differently. In California, the Official State Witness is a Notary Public.
