More details to this question:
I paid a friend that does custom car work to do a big job for me on my car since 2008 and paid him in full trusting him and still no work has been done.

Not sure why this is an issue 7 years later, but you likely have lost that money for a variety of reasons. Should have taken action long long long ago.
