Should I send a certified resignation letter or just resign or be terminated?

More details to this question:
I received a letter of understanding which really reads like a pre termination notice the company wants me to sign as soon as possible. I dont want to sign cause they can say terminated with cause. Thinking of resigning or wait to be terminated, its dated March 13th and just received today March 21st even though states must be signed with 5 business days, which was yesterday March 20th. Dont think i have time to send a certified letter for resignation, will this even help?
