what recourse do i have to be refunded for dental work not performed?

More details to this question:
I paid $4300 up front for proposed plan for my son's dental work after x-rays and consultation. They then said they didn't realize there was more work than they thought. My son only got cleanings and 2 fillings

Generally, yes. If there is a dipsute you can file a complaint with the board of dentistry.
