What's the best course of action at this point?

More details to this question:
I loaned my sister $2,500 in cash on March 30, 2017. She agreed to repay me in full within two weeks, but it didn’t happen. I reached out to her about the money but I kept getting ignored and lied to. She proposed repaying me $200 bi-weekly starting on October 8, 2017. She’s been inconsistent with the installments. I’ve received periodic repayments from her, at her leisure, via cash or through the Cash app. As of today, she’s owes me a balance of $940. She recently filed her income taxes on January 27, 2018 so I imagine that she should soon be getting a tax refund. My patience is running thin with her. I don’t trust her. I hope that she pays me the balance before squandering her tax refund. Do you think a demand letter is the best course of action or would you recommend a different course of action? Thank you.

This is a tough situation.  In the balance is your relationship with your sister vs. getting paid.  Push to get paid and you jeopardize your relationship with your sister.  That's not "fair" but its reality.  There's no right or wrong answer here.  My personal view -- its your sister.  Extend grace and wait for payment.  Don't hound her.  Hopefully she'll pay you (she's made some efforts certainly).  But if she doesn't, do you want to cut off the relationship for $940?  probably not.
