Where do I file with small claims court?

More details to this question:
My wedding photographer did follow the terms of our contract and will not respond to my communication with him. He is located in Greenville, SC (apparently moving to Pickens county next month). I reside in Rutherfordton, NC. Our wedding (where the pictures were taken) was in Boone, NC. Where do I file?

If he followed the terms of the contract, then where is the issue? If there is one, you would file suit in the county where the event took place.
