Which fraud laws did my developer break?

More details to this question:
I hired a developer to create a website. We created a binding contract of what he would do and how much I would pay him. I gave him 50% ($5,400) When the deadline for completion came, he claimed he needed more time. He kept saying that it'll be done on a specific day, then didn't get it to me. Eventually, he stopped communicating with me altogether, and archived our project on Basecamp. Which signifies to me that he thinks he can brush me aside and I'll go away. I hired a attorney to send him a letter detailing reminding him of his obligation. The 21 day mark we gave him to respond is now past. I haven't received anything for the money I have invested, and the contract deadline for the product is long past. He continues to ignore my calls. I'm trying to find what specifics fraudulent acts he violated.

From what you've written, your developer did not commit fraud, he breached your contract.  If you can prove that the developer knew that he was not going to perform the contract at the time when he entered into it, you may be able to make out a fraud claim, but such a claim is very  unlikely to succeed.  You can sue for breach of contract.
