Can I do anything about a neighbor making false noise complaints?

About a year ago, I bought a condo in Tampa, FL and ever since then my downstairs neighbor has been making false noise complaints. She started complaining the day I moved in that I was making too much noise. At that time the property manager informed me that this woman had a history of making false noise complaints and that they no longer believed her. Then a couple of weeks later my neighbor started complaining that my dog was barking all morning. These allegations were definitely false as I was always with my dog during the times he was accused of barking and know for a fact he was not barking. Once my neighbor learned my schedule, she started accusing my dog of barking when I wasn't home. In order to fight this allegation I started videotaping my dog everyday when I left, and the video confirmed he wasn't barking. I then confronted my neighbor and told her I was videotaping my dog and thus knew she was lying, after this encounter her complaints stopped. Then about a month later, I found a note on my door saying I was so noisy it was disturbing. This note made no sense as I was studying silently the night I was accused of being noisy. I went to the property manager the next day and told him about the note and situation and he informed me that this was my neighbor’s typical pattern and that he knew I probably wasn't doing anything wrong but the HOA couldn't do anything about it. Then the next week I had a note complaining about noise again, but this time neither my dog or I were even home when I supposedly shook their ceiling with my walking. Ever since this incident my neighbor knocks on my ceiling constantly, no matter what I do. The other night for example I was sitting reading a book with no music/TV/etc. when she started banging on the ceiling. I have asked my other neighbors if they can hear me and they all said they have never heard me or my dog so I am fairly confident this woman is making up these complaints just as she has with past occupants.

I suppose that the only thing you can do is have an attorney write a letter filled with words that she will not understand which make it sound like something bad is going to happen to her if she does not stop making complaints.
