More details to this question:
I am a victim of a jewelry theft committed by a friend. The items were returned to me and I signed a declaration that I will not press charges (third degree felony charge). I was curious though if I could press charges at a later time before the statute of limitation expires.

You can try to file charges but since you received the item back, it is highly unlikely that charges would be filed.

Depends. Read the language of the declaration. But usually theft has a 2 year statute of limitations to file charges.
