You need to get all of your tickets and other thinks cleared before the DMV will allow you to get your DL back.

Go to the Secretary of State or DMV and find out what is suspending it. If it is outstanding tickets then you have to pay them all up and any reinstatement fee. If more is needed then the DMV will tell you what is needed.
