I have DWI case in Bell, Texas (DWI-10/30/2004 with filing date 11/16/2004- Case# MrC0409096) How can solve this case?

You must appear and get a lawyer if possible. DWI's are expensive and can ruin your future in many cases.

Why has it gone on this long? Have you skipped bail and they just haven't caught up with you? You need to hire an attorney and put this thing to rest. DUI and DWI are very serious, with jail time, fines and license suspensions as options.
