They would be charged with vandalism. Vandalism can be charged as either a felony or a misdemeanor. That choice is made by the District Attorney. They usually make that decision based on the extent of the damage.

This questions is difficult to answer without more details. However, at the very least, the individual could be charged with vandalism under Penal Code Section 594 and depending on the amount of damage could be sentenced to 1 year in the county jail and ordered to pay a fine of $1,000.00 to $50,000.00. Also, depending on the circumstances, the individual could be charged with a hate crime, and/or terrorist act. I would suggest that the individual contact a criminal defense attorney as soon as possible.

For vandalism if the damage is less than $400.00 it is a misdemeanor and the maximum would be one year in county jail and/or a $1,000.00 fine. If it is over $400.00 damage it is a felony and the maximum would be 16 months, two years or three years in state prison.
