Letters cease and desist or warning

More details to this question:
My daughter is experiencing peer pressure at school involving illegal actions and substances. I am not sure about prosecuting since it's just high school, but I am interested in sending cease and desist letters to the students involved, as a way to make them take their actions seriously and to give my daughter more space during the next school year. Who could assist me with drafting and sending these letters?
