If i have charges in louisiana and going to court there for it but i live in texas now can a texas lawyer represent me

Unless the lawyer is licensed in both states, he will not be allowed to practice in Louisiana in a state court. The laws and court proceedures are very different. If the cases are federal it may be possible for him to get permission from the court.
