Like everything else in life, there are extremely good and extremely bad public defenders. The main difference is that unlike a private attorney, you cannot fire your public defender and request a new one.

Spend some money and hire a "real" lawyer. You get what you pay for.

I would advise calling a lawyer on any felony case. A felony conviction can have a lifetime impact on a person in employment and can result in years in prison.

It depends on the public defender. With your own lawyer you get to see whether they are competent.
