QUESTION

Why does the repeat offender keep not being out to justice?

More details to this question:
My question is about a certain young man,that keeps getting drug and violence charges and he doesn't have a lot of money to get a good lawyer,ect,so I am wondering why his charges either get dropped from a felony to lesser or he gets aslap on the wrist? It doesn't seem right. Also,in a case where he victimized someone and was charged with domestic violence and got a restraining order put on him,while he was on probation for drug charges,why wouldn't his probabtion officer be notified or this in the system? It seems fishy. Please explain. Much appreciated. Thank you.
