More details to this question:
grandson was involved in a car accident cop issued him a ticket no proof of insurance or licenseWent to court judge threw out the insurance and license issue gave him a ticket for turning left cop gave no ticket for fault said neither one was a fault so he did not receive a ticket for fault. Car insurance suspend his license. What course does he have

I know of no way that a car insurer can "suspend" someone's license. A car insurer can decline to insure a person and if they are required to provide proof of insurance to keep their license, then the DMV could suspend their license until they provide proof of insurance. If that is the situation, contact other insurer's - you will find one that will insure him, it just might be very expensive.
