2 defendants same charges plea offer dramatically differennt is that legal?

More details to this question:
1999 murder the victim lived 6 months 2 people were charged in 2012 same charges. 1 count murder 1 1 count armed robbery 1 count burglary 1 count assisting criminal gang. on one defendant the last 3 charges were dismissed for being beyond statue of limitations. the other accpted a plea of kidnapping and burglary. manslaughter plea offerd to the one with only the murder charge. Both were out on bond at the time of crime both have historical priors. plea for the muder is 19-15 years the other plea was probation is any part of this legal?

This is legal and common. There are differences in defendants in the perception of the prosecution; age, cooperation, attitude, recent criminal history and severity And etc. often it is necessary to go to the judge for punishment because the prosecution makes an unfair offer.  There are also substantial differences in sentence calculation in state and federal court.
