Am I committing perjury?

Hello, I am currently applying for my license to carry a firearm in MA and Question 10 on the app ask if I ever appeared as a criminal defendant (excluding minor traffic offenses)? Now my Town police department specifically told me that driving without insurance is a criminal offenses In MA. In 2009 I was caught driving without insurance and giving a ticket, the. Went to court and pleaded guilty and I am now paying it off. however this was in CA where driving without insurance is a "minor traffic offense" unless your a repeat offender. Would I be lying if I wrote "NO" on question 10 of my app? I don't want to get denied for providing false information or get charged with perjury.

If those are the facts you should answer yes and explain what happened.  The police will perform a thorough background check and it's an automatic disqualifier if you're not completely truthful.  Better to offer your explaination surrounding the insurance violation than try and explain why you thought you didn't have to mention it.
