Best method for lifting an arrest warrant?

More details to this question:
I pleaded guilty and charged with a misdemeanor offense back in 2011. I was to pay a fine (of which I paid half) however, I failed to pay the rest due to financial constraints. I want pay the fine and any additional fees that may be imposed and life the warrant, without being arrested.
