bounced check for rent, landlord said if I don't pay right away he will file criminal charges, if I make a partial payment would that stop him from being able to file criminal charges since the value of the check is different from what I would currently owe? I am in Tennessee

If you can convince the landlord to accept partial payment, then more than likely he will not take out criminal warrant.
