Can a bank refuse to release a medical settlement?

More details to this question:
I was awarded a law suit for medical wrong doing. The funds were deposit into a bank for me. When I went to make a withdraw they said I needed to set up payment plan for my money. No were in my law suit was it written that I needed help controlling my money. My question is, how can a bank hold my money and say their doing it for my best interest. They have no PHD and I am losing everything I have because of this. All I sent is my money.

This makes no sense if the account is in your name. They can't control your deposit unless it's to make sure it's clearer. Speak to a lawyer asap.
