Can a civilian do an entrapment?

More details to this question:
Can civilians perform entrapment? For example, you know someone who cannot be driving legally, and they do it anyway. They do a whole bunch of other illegal stuff and get away with it. And even take pride in getting away with it and brag about it. Can you get them to drive your car, then have someone else report this person swerving which they do, because they are high all the time. Then have an officer pull them over in your car, and get them for driving illegally?

You should not aid, abet, counsel, or encourage them to commit a crime, as you could potentially then be considered an accomplice to their crime. If they are committing a crime on their own, you can report it to the police and let them handle it.
