Can a closed sex offender's original case be re-opened and dismissed, modified, or expunged due to the continued friendship/relationship of the said victim, victim's mother and ex-offender? In addition, can relief be given to the ex-offender if both the victim and the offender were living together, in a relationship where the act was mutual, and both the said victim and mother are both pursuing relief for the accused, due to an anger issue of the mother?
