Can a company charge a credit card with out authorization?

More details to this question:
At the place that I work, customer call in and make one time payments with Credit or Debit cards. They card numbers are saved on that account and if the customer is late paying a bill we will process the card with out authorization. Is this legal?

It depends on many things, including whether the customer has signed a contract, and whether this practice is stated in the contract. If not, you may have civil liability as well as potential criminal liability.
