Can a felony 3 be expunged?

More details to this question:
I was put on probation 96 done 97. Never in trouble since then. Would like to go hunting after all these years and be able to carry a gun. I can vote but can't carry a gun. The felony was for insurance fraud in 95. Was young stupid. Never took money and told them I was lying about it. But because the insurance company paid for a window it was fraud. Can't believe a few days has lead to this.

Any offense you are found guilty of or plead guilty to, that can carry a jail sentence of 1 year or more (all felonies and some misdemeanors) cannot be expunged unless you are age 70 or older. The only other option is to apply to the Board of Pardons for Clemency.
