Can a friend's drug related charges be dropped?

More details to this question:
A friend of mine got caught with less than a gram of cocaine and was arrested. He does have a previous drug charge for possession of crack cocaine, but when he went to bond court they said he was charged with manufacture/delivery of heroin. On his papers it says possession of cocaine though but online it has the heroin charge, so my question is could he get his charges dropped considering he was never caught with heroin and they screwed up somehow?
