Can a judge charge me a fee if my phone accidentally went off in her court?

Oklahoma City, Oklahoma is the state it was actually my daughter's case and the judge asked for the phone and held it hostage until I paid the $50. Tried to talk with Judge to explain situation about this and she threatened to have my daughter arrested. Question can judge make me pay $50 to get home back.
