Can a Massachusetts State Trooper run your license plate without a moving violation?

More details to this question:
I was driving down the highway an state trooper had a car pulled over I drove by at the speed of 60 mph with seat belt on the state trooper pull behind me as I was driving I pulled over to the right for him the past and doing so he was running my plate for no reason at all.

A "Rolling Check" by police is allowed as it is not considered a "stop" or an invasion of your privacy. If you were pulled over for no reason (no observed motor vehicle violations), then lack of probable cause for the stop will become the issue.
