Can a parent press charges against a minor who assaulted their child?

More details to this question:
My friend’s daughter has been assaulted multiple times by her boyfriend. This week he assaulted her twice, and now she's in the hospital. He was charged with 2 counts of assault and placed in the juvenile detention center. If the police don't pursue this, can the mother press charges against the offending minor? I have encouraged them to get a restraining order / protection order.

Only the prosecutor can charge him with a crime. That said, she can sue him and his parents for battery. Good luck.
