Can a prior DUI count against me if am pulled over in another state?

More details to this question:
I got a prior DUI in my home state 2 years ago and three weeks ago I got pull over in another state, would it be my second DUI in that state or first time?

Up to the prosecutor. It is permissible to treat your new charge as a second offense,
