No, driving records cannot be expunged.

Yes. You need to have successfully completed the entire term of probation, have nothing criminal pending, and not be on probation for any other offense(s). Contact a lawyer to file the petition for expungement on your behalf.

You can hire a traffic law attorney to get the reckless driving charge amended to a non-moving, no-point violation such as "Illegal Parking," but a conviction for reckless driving can not be expunged from your driving record. If you have already pleaded guilty to "Reckless Driving" and you did not have an attorney representing you, then you can hire an attorney to withdraw your guilty plea and negotiate a plea bargain with the prosecutor to get the reckless driving charge amended to a non-moving, no-point violation.
