More details to this question:
1st and only offense. I was 16. I was arrested for theft (maybe $15 worth) and drove in cop car to my house to get mother. She followed us to the station. I was fingerprinted. I went home with my mom. I never got a letter or had to go to court. Now at 29+ my recruiter found this. (I forgot about it) But at 21 my record was "clean". Can I get this off? Was I supposed to go to court? does that mean it's a warrant for my arrest or is is oof my record at 18 and the government just sees everything?

You probably had a station house adjustment or something similar. What you probably want to do to get your fingerprints cleaned off is to file a petition for juvenile expungement of a miscellaneous remedy case.
