Can a warrant be issued without evidence?

More details to this question:
My man is being accused of stealing a brush cutter from his boss's property where there are 35 cameras . The cameras show him putting the tool away. Cops have not had him go to the station for questioning or a statement. They told him they are gonna issue a warrant. Can they do this?

The police need some facts  to present to a judge to get a warrant. If your man did not talk to the police and there is no video  they may have something fron others he works with based on circumstance or what he told someone. It also can be a bluff. The police can lie to get cooperation.
