Can an officer other than the one that pulled me over issue a ticket?

More details to this question:
I was pulled over for what supposedly was a traffic stop. Instead was dragged out of my car with guns to my face and unlawfully held. An officer returned to the scene with a traffic ticket. But didn't appear to be the one that pulled me over.
