I have a random person trying to get my motion of discovery and they have nothing to do with it. Is it a public record where anyone can get it or not?

A motion for discovery will be on file with the court and open to anyone. The actual discovery, meaning the information that you look to obtain when filing a motion for discovery, may or may not be available to the public depending on what it is, i.e. an arrest report, a recording, a criminal records, or whatever.
