Can arrest be expuged?

More details to this question:
I was charged with trafficking cocaine (state charge), it was closed case from the state and the feds picked up case..served 4 months in federal prison camp, came home trying to expunge arrest record from state charges that were dropped and was denied because it didn't meet all statutory requirements...comments that were made the reason why it didn't meet requirements are because a Nolle Prosequi was ordered and that the case was prosecuted in U.S District Court..what should I do? Can the record be expunged since I don't have any state charges because it was dismissed and went through federal court?

Your only option to get your record cleared in Georgia is a state pardon. Your only way to get your federal conviction expunged would be by presidential pardon.
