Can i be pulled over for half of my passanger side break light being out?

More details to this question:
On my passenger side break light the bottom bulb is burnt out. The top is working strong and is clearly visible. The only real way to tell the bottom part is burnt out is if your a few feet away and its night time.

The police have wide discretion to pull over vehicle if in fact a minor violation is taking place. For example, a brake light. A missing headlight could be another example. In your instance, the side brake light would be sufficient for the officer to stop you and tell you that the light was not functioning. This gives the officer access to you add to your vehicle.
